Historical Background[]
During the late Middle Ages Flanders' trading towns made it one of the richest and most urbanised parts of Europe, weaving the wool of neighbouring lands into cloth for both domestic use and export.
As a consequence, a very sophisticated culture developed and the three towns of Ghent, Bruges and Ypres formed the Three Members, a form of parliament which exercised considerable power in Flanders. This parliament was later expanded to the Four Members adding the rural area of Franc of Bruges.
