Sometime in the 14th century, University scientists began devoting themselves to the study of Ballistics, or the motion of projectiles. When finished getting their degrees in ballistics, they are able to teach ranged units and buildings how to fire more accurately at moving targets.
However, the Teutonic Order's scientists - relying upon the the superiority of their long-ranged castles - neglected this, for reasons unknown. (The official game reason is balance; however, this was the subject of a long debate on forums.)
