The Arras might look fragile for an elite unique unit, but one should learn to respect this unit's speed and attack strength. Furthermore, the comparably low costs make it easy to mass this unit. Basically, this unit is ideal for swarming.
An attacker who can keep a constant flow of these units should have no worries and a group of Arras that is not shot down before it has reached its target can even level castles within a short time. They have the speed to defeat archers and siege, and the power to defeat melee units. The best counter for a unit like the Arras is an anti-infantry unit.
